    When you mentioned public construction projects that cost much more than they were planned to cost and took much longer to complete, I instantly thought of the airport currently being build in Berlin, Germany.
    Over the years it has become the laughing stock of the whole nation, as time and again its budget is increased and the opening postponed. It is currently 8 years past the initial deadline and the projected costs have risen from ~$2b to ~$9b, including extensions. Some parts of the building have to be replaced because standards have changed since the original construction, there have been several mismanagements, construction failures and, oh, the airport already faces bankruptcy, before being even opened!
